Tropical storm Alex returns to kill 10

THE first major storm of the Atlantic season was entering the Gulf of Mexico today after unleashing landslides and floods that killed at least 10 people in Nicaragua, Guatemala and El Salvador.

Overnight, Alex, which had been downgraded earlier to a tropical depression, strengthened and regained its tropical storm status.

At� noon (AEST), Alex, which packed sustained winds of 75km/h, was entering the Gulf of Mexico some 100km west southwest of Campeche, Mexico, the Miami-based National Hurricane Center said.

"Additional strengthening is forecast - and Alex could become a hurricane within the next 48 hours," the NHC said.

Although it was not due to directly hit the massive BP oil spill off the southern US state of Louisiana, the storm could still generate waves that would hamper clean-up and containment efforts.

Officials in Nicaragua told AFP the bodies of six people had been found in or around the northern city of Esteli, swept to their deaths by torrents from the swollen San Lucas river.


In eastern El Salvador, on Central America's Pacific coast, two people drowned when they were carried away by strong currents near San Miguel, while more than 500 people were evacuated to shelters from high-risk areas.

In western Guatemala, two farmers working on a road improvement project were buried and killed by a rain-triggered landslide, the national emergency agency Conred reported.

Forecasters said the storm was expected to dump a total of 10-20cm of rain over the Yucatan Peninsula, southern Mexico and Guatemala by�this afternoon.

Up to 38cm of rain were possible in mountainous areas and forecasters warned of "life-threatening flash floods and mudslides".

Central America was slammed last month by Tropical Storm Agatha, which roared ashore into Guatemala from the Pacific, unleashing heavy rains and floods that left some 275 people dead or missing.

The NHC's long-term forecast has the storm heading over the Gulf of Mexico in the direction of the US-Mexico border, but with a possibility of waves and winds generated by the storm affecting the site of the huge oil slick unleashed by the April 20 explosion of the BP-leased Deepwater Horizon rig.

But a forecaster at the NHC downplayed a direct hit on the oil cleanup area.

"The storm is not an issue for the spill," said NHC spokesman Dennis Feltgen.

Indonesia visit will happen, says Obama

UNITED States President Barack Obama says his twice delayed trip to Indonesia is going to happen.

His trip to the most populous Muslim nation is tied with a trip to Australia but he made no specific mention of Australia.

Domestic emergencies including the massive Gulf of Mexico oil spill have kept Mr Obama from visiting previously.

Mr Obama held a bilateral meeting with Indonesia's President Susilo Bambang Yudhoyono on the sidelines of Toronto's G20 meeting.

"Because of the crisis that we've had in the Gulf, I've had to delay the trip," Mr Obama told reporters at G20.

"But graciously, for a second time now, the president has re-extended the invitation, and I am confident that we are going to get there."

A RAGING wildfire that forced tens of thousands to flee has left at least one person dead and destroyed an estimated 346 homes this week, making it the most destructive fire in the state's history, officials say.

Police Chief Pete Carey said late on Thursday the remains of one person were found in a home where two people had been reported missing.

From above, the fire's destruction was painfully clear: Rows and rows of houses were reduced to smoldering ashes even as some homes just metres away survived largely intact.

The aerial photos showing the scope of one of the worst fires to hit the American West in decades did little to help ease the concerns of many residents who still did not know the fate of homes.

Amid the devastation in the foothills of Colorado Springs, there were hopeful signs. Flames advancing on the US Air Force Academy were stopped and cooler conditions could help slow the fire.


The fire was 15 per cent contained Thursday night.

Colorado Springs Mayor Steve Bach said the estimate of 346 homes could change. A fire in northern Colorado, which was still burning, destroyed 257 homes and until Thursday was the most destructive in state history.

For now, Bach said, the news of the destruction would make it very difficult for affected residents in the city about 100 kilometres south of Denver.

"This community is going to surround them with love and encouragement," Bach said.

More than 30,000 people frantically packed up belongings Tuesday night as the flames swept through their neighbourhoods.

Community officials were planning to begin the process of notifying residents Thursday that their homes were destroyed. For many residents, the official notification was a formality.

Residents recognised their streets on aerial pictures and carefully scrutinised the images to determine the damage. Photos and video from The Associated Press and The Denver Post showed widespread damage.

Colorado Springs, the state's second-largest city, is home to the US Olympic Training Center, NORAD and the Air Force Space Command, which operates military satellites. They were not threatened.

Conditions were still too dicey to allow authorities to begin trying to figure out what sparked the blaze that has raged for much of the week and already burned more than 67 sq km.

President Barack Obama declared a major disaster late Thursday, making federal funding available in Colorado Springs' El Paso County as well as Larimer County, where a fire that erupted two weeks ago killed a woman and destroyed 257 homes.

IT'S time to start saying your goodbyes, because tomorrow France will pull the plug on the internet.

Well, an internet ? the vintage system in use during the ?80s before the world wide web took off and slowly killed it.

The France Telecom service ?Minitel? was launched in Brittany in 1978 and used by millions during its heyday in the ?80s and ?90s - mainly for banking, travel reservations and watching porn - (funny how things never change).

The device looked like a computer with a black and white screen, came in trademark beige and worked through a connection to the house telephone.

In 1997 the then President, Jacques Chirac, boasted about the technology: "Today a baker in Aubervilliers knows perfectly how to check his bank account on the Minitel. Can the same be said of the baker in New York?"

France Telecom?s Karin Lefevre said Minitel may have looked old fashioned "but it was simple to use?.

?You pressed a button and did something. Just like on a tablet today," she told the BBC.

Interestingly, Minitel brought with it the same kind of concerns we hear about today.

Newspapers were worried it would cut into their commercial interests. So France made a rule that only registered newspapers could provide services on the "vintage" web technology.

Soon the service was expanded to include weather reports, exam results, uni applications, stock prices and other information.

The technology was also adopted for adult chat lines where users would pay to type their darkest fantasies into the device, where it would be received by an anonymous date on the other end.

As recently as 2009, Minitel still had 10 million monthly connections, France Telecom said.

But in the face of the ubiquitous internet the company has decided to pull the plug on the dying technology which failed to capture the world market.

Part of the problem was its closed source system which only offered Minitel branded services (sound familiar?) and having to ask permission from France Telecom to set up a service.

"When the French try to sell overseas, they insist on selling a whole system lock, stock and barrel," said Sorbonne university lecturer, Benjamin Thierry, who recently published a book on Minitel.

"They don't know how to adapt, to break it up into parts. That just puts people off."

But while it was clunky and not particularly user friendly, Minitel has been acknowledged as a device that influenced the growth of the then future web.

RIP Minitel. You will be missed.

FRENCH authorities conducted a search of the offices of Microsoft's French division near Paris, a police source said without specifying the motives for the raid.

The operation at the offices in Issy-les-Moulineaux was carried out jointly by police and representatives of French tax services, the source said.

A Microsoft France spokesman confirmed the operation but said it was "in the framework of a standard tax audit".

"Of course we answer their questions and give them the information they need," said Marc Mosse, head of Microsoft France's legal department.

Asked why the tax officers would be accompanied by the police, he added: "When you enter private premises, detectives need to be there."

Microsoft France is headed by Eric Boustouller.

Celebrating her 25th birthday by throwing a small black-tie dinner, the reality TV star reveals why she was thrilled to have her fashion designer boyfriend, Gareth Moody, by her side.

"Gareth is interested in finding out about me and who I am as a person, rather than all the drama around me," she told the mag.

"As much as he understands my life, he takes me away from the craziness of it all.

'Bird man' faces court for sitting in tree

A MAN in southwestern China who lived in a eucalyptus tree for more than three months to protest the planned demolition of his home is being tried for disturbing public order.

Chen Maoguo was dubbed the "bird man" for his tree-top sit-in last year in the Chongqing region, staged to protest what he considered inadequate compensation for the razing of his home, the Yunnan Information News said.

His home was one of many to be knocked down to make way for a shopping mall in Fengjie county.

However, his unusual protest beginning last August attracted crowds and media attention, leading to his arrest in November for disturbing public order, said the report, posted on the popular Chinese web portal Sina.com.

During his demonstration, Mr Chen pulled all of his food, water, clothing and other needs up by rope into the small makeshift shelter he constructed in a eucalyptus tree, it said.


The report said Mr Chen was to appear in a local court today. It did not say how old Mr Chen was, or what penalties he could face.

Land seizures, often involving corrupt officials and businesses eyeing real estate profits, have been a growing source of unrest in China.

The problem stirred an uproar last year as a property boom and resulting rash of mass evictions caused a number of violent clashes, protests and even suicides by stubborn homeowners.

The communications watchdog has slammed Telstra for publishing the personal details of more than 700,000 customers online for most of last year.

AS many as 734,000 Telstra customers had their names, addresses and, in some cases, driver's licence details and dates of birth, published online between March and December 2011.

The user names and passwords of as many as 41,000 people were also accessible via the company's flawed web-based management system Visibility Tool, which was used to track orders for its bundled services.

On Friday, the Australian Communications and Media Authority (ACMA) said Telstra failed to act quickly enough to protect its customers and breached the Telecommunications Consumer Protections (TCP) Code.

"We are most concerned about the length of time - more than eight months - during which a significant number of customers' personal information was publicly available," ACMA acting chairman Richard Bean said.

The Australian Privacy Commission also found the company had breached the Privacy Act by failing to protect its clients' information.

Telstra said it notified ACMA on December 9, 2011, when they discovered through media reports they had inadvertently given access to the sensitive information via a link.

The telco also said it had immediately contacted the affected customers.

"We deeply regret the incident," said its executive director of customer service, Peter Jamieson, in a statement.

"An incident like this is unacceptable. We take our privacy obligations very seriously."

However, national privacy commissioner Timothy Pilgrim has slammed Telstra's monitoring and accountability systems.

"A number of Telstra staff knew about the security issues with the database but did not raise them with management," he said.

"This incident could have been easily avoided if appropriate planning was undertaken."

Both ACMA and the Privacy Commission are in talks with the telco about its remediation plans.

Neither body has the power to fine or penalise organisations when initially found to have breached a code.

Earlier this week, Telstra admitted it had been tracking the websites visited by its Next G mobile customers and passing the information to a US data centre, as part of the development of an internet filtering system.

Research says nearly 40 per cent of Australians have used a smart phone or iPad to shop and compare prices.

TIRED of waiting in line at the supermarket checkout? Soon you might simply be able to walk straight out the door with a trolley-full of groceries.

Supermarkets without checkout queues were yesterday heralded by the head of Coles in a move that would radically change the shopping landscape in Australia.

Radio tags on grocery items would be read as you leave the shop and the bill paid via smartphone from your credit card.

"The smart phone is going to be so much more important to people going forward," Coles managing director Ian McLeod said at a retail forum in Sydney.

"I can envisage stores where people have all their credit details in their phone and are able to pay without physically having to go to checkout counters."

While such an idea would be unprecedented domestically, it comes with a global precedent.

German shopping outlet Metro recently adopted a system where a radio frequency identification tag was printed on to items and was able to transmit information about a trolley's contents.

Using credit cards synched to mobile devices, the transaction would then immediately be charged to the linked account.

"All the information we need would be on the phone data base and we could recognise you as you walk in," Mr McLeod said.

RFID tags are already used widely in passports, library books and gadgets that let cars drive through tollbooths without cash.

Fat Prophets senior analyst Greg Fraser said if Coles decided to go down this path, it would be "hugely significant".

"It would be significant because both Woolworths and Coles have successfully trialled self-check out and the acceptance of that technology is growing," Mr Fraser said. "Anything that helps customer service is a winner and if it makes the time spent in a grocery store less, it would be a quantum step forward."

The plan comes as a leading retail survey found Australians are increasingly using technology to help them shop, with nearly 40 per cent having used a smart phone or an iPad to shop.

The Australian National Retailers Association survey of 1000 people showed 38 per cent used a phone or iPad to compare prices in the past six months, compared with 27 per cent late last year.

Big W director Julie Coates said yesterday the department store had released an app last week for its toy department so customers could layby as well as purchase items.

"No other retailer in the world has an app where you can purchase and layby," she told a Sydney business lunch yesterday.

"In our businesses we are doing innovative things but we don't talk about it enough."

She said it was likely that in the future department stores could be more like showrooms, where customers could inspect products before buying online.

Bees kill as many Britons as terrorists

BEE stings kill as many people in the UK as terrorist attacks do, a government watchdog report claimed today.

David Anderson, the Independent Reviewer of Terrorism Legislation, said that the UK's anti-terror laws could be relaxed as no-one in the country has been killed or injured by a terror attack in more than two years, The (London) Daily Telegraph reported.

"Whatever its cause, the reduction of risk in relation to al-Qaeda terrorism in the United Kingdom is real and has been sustained for several years now," he wrote.

He added, "The annualised average of five deaths caused by terrorism in England and Wales over this period compares with total accidental deaths in 2010 of 17,201, including 123 cyclists killed in traffic accidents, 102 personnel killed in Afghanistan, 29 people drowned in the bathtub and five killed by stings from hornets, wasps and bees."

He criticised the "almost incessant" new legislation brought in since 9/11 as rendering counter-terrorism laws "bitty, messy".

However, his views on Britain's security situation contradicted those of Jonathan Evans, the Director General of MI5, who warned earlier this week that at least 200 known Britons were currently receiving terrorist training at militant camps in the Middle East.

The photographer is continuing to stretch the boundaries of art and bikini fabric with his latest performance piece, The Many Talents of Kate Upton.

Richardson's video, compiled from the out-takes of his Upton shoot for GQ, shows the Sports Illustrated model running along a beach ala Pamela Anderson, skateboarding, twirling a hula-hoop, playing basketball, riding a rollercoaster and dancing.

There's even the inevitable wardrobe malfunction, with Upton's bikini top snapping off during a funfair ride.

That little incident didn't go down too well with the funparks management, who the crew to leave.

"We were on that ride where the seat spins while the actual ride is spinning, and I'm wearing a one-piece. And all of a sudden the whole entire top falls off!" Upton said of the incident.

"I'm holding myself, laughing, turning bright red, but a lot of people are watching, so they kicked us out of the Santa Monica pier - it was so embarrassing.

"You wouldn't think that would happen with a one-piece."

But Richardson would have known. That's what makes him an artist and not a man obsessed by breasts.

And that stuff at the end of the video, of Upton emerging from a pool in a wet T-shirt, that's done ironically. We think.

FBI helping hunt for woman missing in Nepal

THE FBI says it's helping the US State Department in the investigation of a Colorado woman who disappeared while trekking alone in Nepal.

Denver FBI spokesman Dave Joly said today the agency was also working with Nepalese authorities on the disappearance of 23-year-old Aubrey Sacco of Greeley.

Ms Sacco�has not�been heard from since April 20, when she e-mailed her parents from Nepal. She planned to finish her trip around April 30.

Her father, Paul Sacco, told the Greeley Tribune that FBI agents had made two or three visits to his home.

Paul Sacco went to Nepal in May to look for his daughter.

He said he recovered her laptop computer and journal from a hotel.

Aubrey Sacco graduated from the University of Colorado last year.

After 120 minutes of scoreless football that produced numerous chances but no luck, Spain slotted four of their penalty shots while Portugal missed two to hand the pre-match favourites the result.

Cesc Fabregas took the final penalty shot for Spain but endured a heart-stopping moment when his low shot hit the left post and ricocheted at right angles, just sneaking inside the right post.

Portugal inexplicably chose not to use star striker Cristiano Ronaldo in their first four penalty shootout shots, with the result decided before they had the chance to take their fifth.

TURKEY branded its former ally Syria "a clear and imminent threat" today as Prime Minister Recep Tayyip Erdogan vented his fury over the downing of a Turkish fighter jet.

In his most outspoken criticism of the Damascus regime, Erdogan vowed to retaliate against the "heinous act" and promised a change of military attitude to any Syrian officer approaching the common border.

"The rules of engagement of the Turkish Armed Forces have changed, given this new development," Erdogan told parliament following the shooting down of F-4 Phantom jet on Friday. The two pilots are still missing.

Any risk posed by Syria on the Turkish border will be "considered a threat and treated as a military target," he said in a packed room of lawmakers, who frequently interrupted the address with applause.

Erdogan said his government would retaliate "with determination" and take what he called the "necessary steps by determining the time, place and method by itself."

The prime minister said Turkey's military jet violated Syrian airspace for a short time and "by mistake" - and repeated that it was unarmed, flying solo when it was shot down by Syria "without a single warning."

"We did not receive a single warning note from Syria [regarding airspace violation] ... They acted without warning. This is a hostile act," Erdogan said.

Erdogan said that Turkish airspace had been violated 114 times by military aircraft from different countries, including Syria, since Jan. 1, 2012.

"Syrian helicopters violated our airspace five times. These were short-term violations," to which Turkey issued the necessary warnings, Erdogan noted. "This latest development shows that the Assad regime has become a clear and imminent threat to the security of Turkey, as well as for its own people."

Erdogan broke with former friend and ally Assad, whom he called "a bloody dictator," after unrest that erupted mid-March last year met a bloody response from Damascus, sending more than 33,000 refugees into Turkey.

BRITISH police loaded almost 3,000 images onto a smartphone app and invited the public to help them identify people suspected of taking part in last year's London riots.

The Metropolitan Police force loaded 2,880 CCTV images onto its app and urged people to sift through the images and confidentially send the names and addresses of any people identified.

"This is a great opportunity for the public to help us fight crime and bring those who remain outstanding to justice," said the force's Mark Rowley.

"We need Londoners to browse through the app every week or so as new images will appear regularly," he added. "This is a fantastic way for Londoners to help us to fight crime."

Rights groups have repeatedly criticised the widespread use of CCTV in Britain.

The most comprehensive study undertaken found last year that there were 1.85 million cameras - one for every 32 Britons - although the vast majority of these were inside and run by private companies.

Police came under fire over their response to the initial outbreak of violence in the north London district of Tottenham on August 6, which was sparked by a fatal police shooting.

Officers appeared to pull back and the lawmakers claimed this initial reluctance to confront the rioters encouraged the spread of copycat unrest to other cities, causing widespread destruction and five deaths.
