The "Jersey Shore" star went to his blog ... and wrote, "I'd like to apologize for the rap.� Was meant to be a funny take on an already 'dirty' song -� funny since I'm known as the 'good boy'."

He added, "I am 100 percent against violence of any kind.� I work with many organizations to stop violence and bullying, and will continue to.� It's something I strongly believe in. Very sorry to anyone I've offended."

As we previously reported Vinny has already pulled the song from YouTube.

SCIENTISTS have come up with a way to detect if photographs of celebrities or models have been airbrushed or not.

Now they hope it will be used to provide a universal ?health warning? on magazine images.

Professor of Computer Science Hany Farid and doctoral student Eric Kee, from Dartmouth College in the US, analysed 468 sets of unedited and retouched photographs of models.

They then created a computer program to highlight the differences between a natural and retouched picture, using a mathematical description of augmentations.

Each altered photograph was then judged on a scale of 1 to 5 - with 5 signifying heavy retouching.

Prof Farid and Mr Kee then asked 50 people randomly to compare the photographs against their own ratings and found the scores matched closely.

"Now what we have is a mathematical measure of photo retouching," Prof Farid wrote in study titled: Proceedings of the National Academy of Sciences.

"We can predict what an average observer would say."

Prof Farid said he undertook the research to provide consumers with more information on Photoshopped images.

?Impossibly thin, tall, and wrinkle- and blemish-free models are routinely splashed onto billboards, advertisements, and magazine covers,? Prof Farid wrote.

They said these highly idealised images have been linked to eating disorders and body image dissatisfaction in men, women, and children.

Prof Farid and Mr Kee said they are seeking a way for advertisers to truthfully and accurately characterise the extent to which an image has been altered, allowing the public to make informed judgments.

They propose a rating system that takes into account common practices such as cropping and colour adjustment while providing assessment of other kinds of modifications.

?Such a rating may provide incentive for publishers and models to reduce some of the more extreme forms of digital retouching that are common today,? they wrote.

TWO million public sector workers in Britain have gone on strike over changes to their pensions in the biggest walkout for decades.

Three-quarters of schools were closed, hospitals were only ensuring emergency care, local authorities were paralysed and airports and ports were expected to be badly affected.

Striking workers picketed public sector buildings in central London and more than 1,000 demonstrations were expected to take place across Britain in scenes reminiscent of the 1970s.

Passengers arriving at London's Heathrow airport, one of the world's busiest air hubs, have been warned to expect delays of up to three hours to have their passports checked as border control officials join the action.

The strike will be the biggest test so far of Prime Minister David Cameron's Conservative-Liberal coalition government, which sparked the unions' fury by making public sector workers pay more into their pensions and work longer.

Anger rose further when finance minister George Osborne targeted the pay of teachers, nurses and soldiers and revealed plans to cut an extra 300,000 public sector jobs as he slashed Britain's growth forecasts.

Osborne also infuriated the unions by announcing a two-year, one-percent cap on public sector pay rises.

Yesterday, Osborne said the strike would only harm the economy, and called for unions to return to the negotiating table.

"The strike is not going to achieve anything, it's not going to change anything," the Chancellor of the Exchequer told BBC TV.

"It is only going to make our economy weaker and potentially cost jobs.

"So let's get back round the negotiating table, let's get a pension deal that is fair to the public sector, that gives decent pensions for many, many decades to come but which this county can also afford and our taxpayers can afford.

"That is what we should be doing today, not seeing these strikes."

But Brendan Barber, general secretary of the Trades Union Congress (TUC), said the public sector was "under attack" by the government and the strike was fully justified.

"There comes a time when people really have to stand up and make a stand," he told ITV.

"With the scale of change the government are trying to force through, making people work much, much longer and get much, much less."

Barber denied that public sector workers' pensions were "gold-plated" compared to their counterparts in the private sector, and he stressed that the majority were low-paid workers.

At Heathrow Airport, immigration staff were drafted in from other sites to replace striking workers and some airlines cancelled flights in a bid to avoid long queues at immigration.

However, passengers arriving on early morning flights from Australia and the United States reported few problems.

A British Airways spokesman said: "We've had a positive start to the day and queues are pretty much as normal."

Elsewhere in England, a giant union rally was to take place in the industrial central city of Birmingham.

In Scotland, 300,000 workers were expected to walk out and transport in Northern Ireland faced disruption.

Vienna the most-livable city - survey

VIENNA has been judged to have the best living standard in the world, while seven other European cities were ranked in the top 10 of the annual Mercer 2011 Quality of Living survey.

The Mercer survey covers 221 cities, which are ranked against New York as the base city.

The Austrian capital, which also finished on top of the list in 2010, was followed in the 2011 rankings by Zurich, Auckland, Munich, Dusseldorf and Vancouver. Rounding out the top 10 were Frankfurt, Geneva, Bern and Copenhagen.

"European cities in general continue to have high standards of living, because they enjoy advanced and modern city infrastructures combined with high-class medical, recreational and leisure facilities," said Mercer's senior researcher Slagin Parakatil yesterday.

The top-ranked US city on the list was Honolulu at No. 29, with San Francisco one spot further back. Boston, Chicago, Washington, New York, Seattle and Pittsburgh also ranked in the top 50.

As usual, Australian cities fared well in the rankings, with Sydney ranked 11th, Melbourne 18th, Perth 21st and Canberra 26th.

On the other end of the scale, war-torn Baghdad was judged as the city having the worst living standard in the world for the second successive year.

As could be expected, the four cities that joined Baghdad in the bottom five were located in war-torn or disaster-stricken areas. Sudan's capital Khartoum ranked 217 on the list, followed by Port-au-Prince in Haiti, N'Djamena in Chad, and Bangui in the Central African Republic.

Indonesia visit will happen, says Obama

UNITED States President Barack Obama says his twice delayed trip to Indonesia is going to happen.

His trip to the most populous Muslim nation is tied with a trip to Australia but he made no specific mention of Australia.

Domestic emergencies including the massive Gulf of Mexico oil spill have kept Mr Obama from visiting previously.

Mr Obama held a bilateral meeting with Indonesia's President Susilo Bambang Yudhoyono on the sidelines of Toronto's G20 meeting.

"Because of the crisis that we've had in the Gulf, I've had to delay the trip," Mr Obama told reporters at G20.

"But graciously, for a second time now, the president has re-extended the invitation, and I am confident that we are going to get there."

Hearts boss Paulo Sergio has jumped to the defence of midfielder Ian Black despite his poor disciplinary record.

Black is set to return from a three-match suspension in Saturday's home game with St Johnstone, having received his second red card of the season in last month's loss to Kilmarnock.

The 26-year-old has also picked up six yellow cards, but Sergio insists the former Inverness man is not overly aggressive.

"He's a very good player," Sergio told Hearts TV. "He has made some mistakes and we've been talking with him to be careful with those kind of situations which can be bad for his career.

"Sometimes he's making an image of an aggressive guy. If you see his record during all these years he's played in the SPL it's not so bad. But it seems like he's an assassin on the pitch. It's not true.

IT isn't meant to be like this for Charli Robinson.

Dressed in a sumo-wrestling suit, nearly expiring in the 32C heat and almost 100 per cent humidity of a steamy Malaysian night, the glamour of a TV career seems, right now, lost on her.

The job co-hosting the return of family game show favourite, It's A Knockout is not what a teenage Robinson imagined for herself.

"The daggiest thing happened the other day - I found an old diary I'd kept during HSC (Higher School Certificate) and I had written that I wanted to be a serious Shakespearean actress," she says.

"My desire was to play Ophelia in Hamlet these were the aspirations I had for myself."

As fate would have it, within a few months the wide-eyed graduate auditioned for new children's entertainment troupe Hi-5.

"I got it and that was my life for 10 years."

Fast forward to the production lot of the French-owned Knockout, outside Kuala Lumpur, and Robinson finds herself even further from the world of high-brow art, playing dress-ups once again.

"Honestly, I am loving every minute of it," the still perky 31-year-old tells Switched On.

Loved by millions of pre-schoolers for her colourful, energetic role in the wildly successful kids' entertainment group, Charli is as wide-eyed and enthusiastic about her latest job as she's ever been.

"I've got an annoying amount of energy," she says.

"So it's great to work in a show where that's OK."

Teaming with comic legend HG Nelson and sports anchor Brad McEwan for Channel 10's retro revival of the popular challenge show has been a revelation for Robinson.

"I've realised I wouldn't suit being Ophelia now she can't smile the whole way through a play.

"And I am having way too much fun on this show. It's hysterical."

Having loved the show as a child, revealing she used to recreate some of the quirky challenges with her big sister in the family's backyard near Newcastle in NSW, Robinson was initially won over by the nostalgia factor.

The Knockout role also marks her return to television after a diversion into radio. (She has recently signed to host breakfast for Sea FM on the Gold Coast and presents a nightly gossip show, The Dirt, on the Austereo network.)

So finding herself back on TV, after a few years trying to establish herself as an adult performer, she has surprised herself by jumping heartily into the role of crash test dummy for Knockout.

This bubbly, self-confessed klutz, could not be more perfect for the job.

"When you see the set, it's so colourful and just like Hi-5, I get to play dress-ups again."

With the Malaysian audience of Knockout filled with ex-pat Australian schoolkids, Robinson was instantly recognised as the Charli they had grown up with.

"Some of these kids, who are grown up with kids of their own now, groan, must look at me and think, 'Wow, Charli, you just don't change'."

While she left the Hi-5 family three years ago after 10 years of exhausting touring, her return to TV, she says, has been surprisingly easy.

"I didn't realise how much I missed TV until I hit the set. I felt like it was coming home.

"In front of a (radio) microphone I still always feel nervous. But put a camera on me and it's almost like I exhale. It's certainly more comfortable."

Still, the quirky nature of the show doesn't mean comfort equals boring.

With four teams competing in crazy contests from wacky water sports, to endurance tests and obstacle courses there was never a dull moment when the return series was filmed in six breakneck days (or rather nights, with filming scheduled in the evenings to avoid the extremes of the tropical Asian heat).

While McEwan and Nelson keep to the relative safety of the commentary box high up in the grandstand, Robinson gets down and dirty on the sidelines and pool deck with the contestants.

In the first season, four state-based teams will battle it out for the title, winning money for their organisations: Queensland lifesavers, Victorian firefighters, NSW ambulance officers and a combined Team Maccas, raising funds for Ronald McDonald house.

And if you think this is all just for laughs, Robinson says the players took it seriously.

"In the Malaysian heat, it took competition to another level. I really thought I was part of the Olympics or something - sweat pouring everywhere, all these serious athletes and, of course, HG Nelson, an absolute legend."

A little starstruck by one half of Australia's beloved comedy duo, Roy & HG, she says: "I found myself, even when were sitting down for breakfast, I'd just start staring at him.

"Even when he talked about what his hotel room was like and, when it rained, condensation after his airconditioning broke down, I felt like the luckiest person in the world witnessing a one-man comedy show.

"He will make this show. His Olympics commentary was legendary.

"It's him to a tee."

AN EXHAUSTED Rihanna has nearly cancelled a concert after suffering a meltdown under the stress of her mega world tour.

The 23-year-old singer, from Barbados, threw the tantrum just hours before she was due on stage in Dublin last Friday, The Sun reported.

She only decided to perform after making a tearful phone call to her mentor Beyonce, who was able to talk her around.

Rihanna went ahead with the concert as planned and wrote online afterward, "I'm so light-headed!"

The star is suffering from exhaustion amid the stress of her gruelling 10-month, 101-date tour.

"She's just a young woman who just wants to have fun, but she was feeling pretty low," a source said.

"It's a mix of exhaustion and stress. She's been partying hard to take her mind off things, but there are days when she wakes up and doesn't even know where she is because of the travelling.

?It's no wonder she is feeling down."

Beyonce, 30, advised Rihanna to complete her tour commitments and then take a year off to relax.

The Crazy In Love diva took a break in 2009 to spend time with hubby Jay-Z. The source added, "She knows Rihanna needs downtime, or she'll burn out."

Rihanna has 16 more dates to fulfil as part of her Loud tour. Seven are in the UK.

Before calling Beyonce, the singer spent the afternoon in a Dublin bar, where she threw a private Thanksgiving feast for her band. Onlookers said that Rihanna downed Guinness.

As Michael's parents, we could never have imagined that we would live to witness his passing. It is simply against the natural order of things.

As his brothers and sisters, we will never be able to hold, laugh or perform again with our brother Michael.

FedEx to deliver pandas to Edinburgh Zoo

THE special tartan has been ordered, and so has the bamboo. Now Edinburgh Zoo has a date for the eagerly-awaited arrival of its two Chinese giant pandas in the UK.

Tian Tian and Yang Guang will be flown from Chengdu to Edinburgh on Sunday, December 4, Sky News reported.

They will be flown to the city's airport by courier company FedEx via a specially chartered flight and taken to their new home at the zoo.

The pandas are a gift to the UK from the Chinese government and will be the first pandas in Britain for 17 years.

It is hoped that Tian Tian, which means Sweetie, and Yang Guang, or Sunshine, will breed inside their �250,000 (US$387,600) specially-constructed enclosure.

After arriving in Edinburgh, the pair will be kept out of the public gaze for a settling-in period before going on show before Christmas.

It has previously been reported the zoo will spend �70,000 ($112,300) a year importing bamboo from the Netherlands to feed the pandas and has had the Scottish Register of Tartans formally approve a new tartan - a pattern in fabric traditionally linked to Scottish clans - for the pair.

'Bird man' faces court for sitting in tree

A MAN in southwestern China who lived in a eucalyptus tree for more than three months to protest the planned demolition of his home is being tried for disturbing public order.

Chen Maoguo was dubbed the "bird man" for his tree-top sit-in last year in the Chongqing region, staged to protest what he considered inadequate compensation for the razing of his home, the Yunnan Information News said.

His home was one of many to be knocked down to make way for a shopping mall in Fengjie county.

However, his unusual protest beginning last August attracted crowds and media attention, leading to his arrest in November for disturbing public order, said the report, posted on the popular Chinese web portal Sina.com.

During his demonstration, Mr Chen pulled all of his food, water, clothing and other needs up by rope into the small makeshift shelter he constructed in a eucalyptus tree, it said.


The report said Mr Chen was to appear in a local court today. It did not say how old Mr Chen was, or what penalties he could face.

Land seizures, often involving corrupt officials and businesses eyeing real estate profits, have been a growing source of unrest in China.

The problem stirred an uproar last year as a property boom and resulting rash of mass evictions caused a number of violent clashes, protests and even suicides by stubborn homeowners.

Don't hate - animate: A hipster's fix for fixies

IF YOU thought animation could only be done using computer programs, think again. All you really need is a bike, some paper and a camera.

And a couple of friends with a couple of days to spare.

London design student Katy Beveridge has created a real-life animation to prove that the scenes you see in films and on television can be created in real time.

"I kept coming up against definitions that made animation and live action film sound mutually exclusive," Katy told news.com.au.

"But I wanted to see if it was possible film animation in real time, and then to involve the viewer in the process of animation, allowing them into the techniques and craftsmanship that go into making pictures move."

And possible it was.

The video, which you can watch above, shows bicycles with paper cut-outs attached to the wheels, and was carefully put together so that "people will be aware that this is not just a stop motion animation or a trick".


"The principle was to show people that the animations were moving in real time," she added.

"I hope to share that magical moment where we see something come to life for the first time, which is an experience usually limited to animators alone."

TEENAGERS are becoming addicted to Facebook and are allowing the social network site to "take over" their lives.

Psychologists have told The Daily Telegraph they receive regular requests for help from parents whose teens are so consumed by Facebook that it dramatically interferes with their school work and sleep.

And the trend is on the rise.

It comes as The Daily Telegraph yesterday revealed a push to have video game addiction labelled a mental disorder after a deluge of cases where teens are skipping school and becoming violent because they are hooked on role-play computer games.

Clinical and organisational psychologist Dr Darryl Cross said adolescents felt a strong need to know what was going on and what people were saying about them, leading to them accessing Facebook at all times of the day and night.

"When it takes over and interferes with other aspects of functioning and living, then you've got an addiction," Dr Cross said.

"I find some students are staying up excessively late and losing sleep because they get into a dialogue that takes them well into the night. There is often a lack of concentration in school as a result."

He said wireless internet was making it easier for children to become addicted because they had 24/7 access to the sites via their phones or iPads.

"If they have wireless in the home, it's absolutely deadly," Dr Cross said.

"Adolescents have more access than they ever did before and they can't control it."

Psychologist Jocelyn Brewer, who is part of the Network for Internet Investigation and Research in Australia team, said teenage girls were much more "over engaged" when it came to Facebook.

Ms Brewer said girls constantly checked the site and "get hooked" on the reinforcement they received which made them feel good, like people responding to their posts or commenting on how good they looked in photos.

And parents didn't know how to keep up.

"There's a huge gap for parents in expertise about kids' use of technology," Ms Brewer said.

"They don't understand."

Wolves manager Mick McCarthy is well aware of the magnitude of next Sunday's meeting with former club Sunderland.

Philippine hotel blast kills 3, wounds 27

A POWERFUL blast has killed at least three people and wounded 27 others in a budget hotel packed with wedding guests in the southern Philippines.

The explosion, suspected to have been caused by a bomb, ignited a fire that gutted the two-storey Atilano Pension House in downtown Zamboanga city today.

The blast was so powerful it caused much of the second floor to collapse, blew off the hotel roof and shattered glass panes and windows from nearby buildings, Zamboanga city Mayor Celso Lobregat said today.

Two of the wounded were in serious condition in a hospital, he said.

Zamboanga city, a predominantly Christian trading hub about 900km south of Manila, is located in a volatile region long troubled by a decades-long Muslim insurgency, extortion gangs and kidnap for ransom syndicates.

The blast occurred in a room on the second floor of the hotel, instantly killing two people staying in two adjacent rooms, which were devastated by the blast.

A third body was found today on the ground floor, pinned by the cement slabs that collapsed from above.

Initial investigation pointed to a bomb, Lobregat said, adding that he had asked Zamboanga residents to stay calm.

Many of the victims were from a group of about 20 people, who occupied six of the hotel's 35 rooms for a wedding today.

The tragedy has forced the wedding to be postponed, he said.

Senior Inspector Cesar Memoracion said his local bomb squad recently informed the hotel owner to be on guard for a possible bomb attack, citing intelligence, which did not identify the source of the threat.

In January 2000, the hotel was rocked by a blast that killed three suspected Muslim militants assembling a bomb in a room, officials said.

AUSTRALIA is at risk of running out of 04 mobile phone numbers by 2017 the communications watchdog warned today.

The telecommunications industry needs to work together swiftly to find more efficient ways of allocating existing numbers The Australian Communications and Media Authority (ACMA) said this morning in a new report.

The report reviewed the telecommunications number plan and found that at the current rate of use mobile phone numbers were running out.

"If consumption of mobile numbers continues at its current rate there is a potential expiration of the existing range by 2017," the manager of regulatory futures at ACMA, Dominic Byrne, said in a briefing this morning, reported The Sydney Morning Herald.


"If there is any suggestion that we are running short of mobile numbers, then we will specify more numbers."

ACMA said telco providers could delay the inevitable by using their existing allocations of numbers more efficiently.

"Fundamental changes in networks and technologies, as well as profound changes in consumer behaviour and services, have put significant pressure on the regulatory arrangements for telephone numbers,? said ACMA Chairman, Mr Chapman.

"The managed approach to evolution outlined in this paper provides industry and consumers with greater certainty as we face the accelerating convergence of communications and media."

The Duchess of Cambridge's younger sister is believed to be banking a $US400,000 ($412,400) cheque from publishers Penguin, The Mail on Sunday in the UK reports.

The 28-year-old finalised the deal last week after a bidding war between HarperCollins, Cornerstone and the successful Penguin.

"She had to deliver a synopsis that was sent to a number of publishers under a strict confidentiality agreement," a friend of Pippa's told The Mail.

"There were some serious offers, but Penguin stumped up the most cash.

"It will be about entertaining and how to throw the perfect party. It's not just about being the perfect hostess - it will also include recipes and information about how to host different types of events."

The brunette, who attracted global attention for her role as bridesmaid during sister Catherine's marriage to Prince William, sought royal approval before signing the deal, keen not to be seen as cashing in on her family connections.

"Kate thinks it's a brilliant idea," the friend said.

ON the surface she seems to have it all, but singer Ricki-Lee Coulter says she has been fighting an ongoing battle with depression that, at its worst, left her unable to leave her house for days.

Speaking for the first time about her emotional turmoil, Coulter said her troubles began during her turbulent relationship with high school sweetheart Jamie Babbington.

Their one-year marriage ended in divorce in 2008 just as her career was hitting new highs.

"I was living my dreambut behind closed doors my personal life� was a mess," the 2004 Australian Idol contestant told The Sunday Telegraph.

"I felt alone, I bottled it all up and it made things worse.

"I wanted to give up everything. I wouldn't leave the house for days at a time. I'd sit in the house all day and do nothing.

"There was this big black cloud hanging over me all the time and I didn't know how to get away from it."

Drawing on her own experiences with depression, the 26-year-old has signed on to Marie Claire magazine's Shine A Light campaign, which will feature in this Wednesday's issue, along with actors Asher Keddie, Zoe Tuckwell-Smith and Ada Nicodemou, news readers Samantha Armytage and Jessica Rowe and TV presenter Charlotte Dawson.

"It's something I've been through and something I have experienced so if I can use my voice to shed some light and help other people feel confident and comfortable enough to know they are not alone, then that's great," she said.

Coulter, who recently lost 25kg and is happy in a new relationship with personal trainer Richard Harrison, said she had no regrets with all of her life experiences and had learned to come to terms with the person she is today.

Indonesia visit will happen, says Obama

UNITED States President Barack Obama says his twice delayed trip to Indonesia is going to happen.

His trip to the most populous Muslim nation is tied with a trip to Australia but he made no specific mention of Australia.

Domestic emergencies including the massive Gulf of Mexico oil spill have kept Mr Obama from visiting previously.

Mr Obama held a bilateral meeting with Indonesia's President Susilo Bambang Yudhoyono on the sidelines of Toronto's G20 meeting.

"Because of the crisis that we've had in the Gulf, I've had to delay the trip," Mr Obama told reporters at G20.

"But graciously, for a second time now, the president has re-extended the invitation, and I am confident that we are going to get there."

The Coral Welsh National at Chepstow on December 27 is among the races being considered as a possible next target for Carruthers following his gutsy success in the Hennessy Gold Cup at Newbury on Saturday.

The eight-year-old, fourth in the 2010 Cheltenham Gold Cup, showed he was back to his best after being under-par last season by making most of the running to take one of the biggest races in the jumps calendar.

"It was great, magic. You need patience in this game. Yesterday happened and it was very exciting," said trainer Mark Bradstock, whose father-in-law Lord Oaksey bred and part-owns Carruthers.

Bright And Perky

Oaksey remains the only amateur rider to win the Hennessy after his success on Taxidermist in 1958.

Bradstock said: "We'll see what happens in the next couple of days, but the horse is very bright and perky and he ate up last night.

"He came back in the field after the summer just looking a lot better, a lot stronger than he did the year before.

"We'll certainly think about the Welsh National. I obviously made the entry for him and we'll have to see how he is.

"There's the Aon Chase back at Newbury in February. We'll wait and see what the handicapper does too."

'Bird man' faces court for sitting in tree

A MAN in southwestern China who lived in a eucalyptus tree for more than three months to protest the planned demolition of his home is being tried for disturbing public order.

Chen Maoguo was dubbed the "bird man" for his tree-top sit-in last year in the Chongqing region, staged to protest what he considered inadequate compensation for the razing of his home, the Yunnan Information News said.

His home was one of many to be knocked down to make way for a shopping mall in Fengjie county.

However, his unusual protest beginning last August attracted crowds and media attention, leading to his arrest in November for disturbing public order, said the report, posted on the popular Chinese web portal Sina.com.

During his demonstration, Mr Chen pulled all of his food, water, clothing and other needs up by rope into the small makeshift shelter he constructed in a eucalyptus tree, it said.


The report said Mr Chen was to appear in a local court today. It did not say how old Mr Chen was, or what penalties he could face.

Land seizures, often involving corrupt officials and businesses eyeing real estate profits, have been a growing source of unrest in China.

The problem stirred an uproar last year as a property boom and resulting rash of mass evictions caused a number of violent clashes, protests and even suicides by stubborn homeowners.

COUNCIL of Europe inspectors have visited the Vatican to monitor its plans to tighten money laundering regulations.

The group from the Moneyval committee "met with representatives of Vatican authorities dealing with the issue of prevention and fight against money laundering and terrorist financing," a statement from the Vatican said.

The group, composed of legal, financial and law enforcement experts from five countries, arrived on Monday and left overnight, the statement said.

They are expected to present a report with their findings at a plenary session of Moneyval "presumably in the middle of 2012," the Vatican said.

Pope Benedict XVI last December created a new financial authority following an embarrassing investigation of Vatican bank officials by Italy.

The Vatican also approved a law from April imposing sentences of up to 12 years in prison for money laundering and 15 years for terrorist financing.

In September last year, Italian authorities launched an investigation into and seized assets linked to the Institute for Religious Works (IOR) - the official name of the Vatican bank - for alleged violation of money-laundering rules.

The Vatican has also been excluded from an international "white list" of countries compliant with strict financial controls. The new financial authority is aimed at bringing the Holy See in line with new global standards.
