SOCIAL networking giant Twitter has refined its technology so it can censor messages on a country-by-country basis.
The additional flexibility is likely to raise fears that the short-messaging company's commitment to free speech may be weakening.
It comes as it expands into new countries in an attempt to broaden its audience and make more money.
But Twitter sees the censorship tool as a way to ensure individual messages, or "tweets," remain available to as many people as possible while it navigates a maze of different laws around the world.
Before, when Twitter erased a tweet it disappeared throughout the world.
Now, a tweets containing content breaking a law in one country can be taken down there and still be seen elsewhere.
"As we continue to grow internationally, we will enter countries that have different ideas about the contours of freedom of expression," Twitter said in a blog post.
"Some differ so much from our ideas that we will not be able to exist there.
"Others are similar but, for historical or cultural reasons, restrict certain types of content, such as France or Germany, which ban pro-Nazi content."
China, notably, blocks Twitter, a situation which Twitter co-founder Jack Dorsey described recently as "unfortunate and disappointing".

AUSSIE activists should count themselves lucky they don't live in Siberia because god only knows what the Russian police would have done if they had mobbed a prime minister there.
Because protests in the Siberian city of Barnaul are guaranteed to incur the wrath of authorities, no matter how small - quite literally.
Police have asked prosecutors to look at ways of outlawing an anti-corruption protest manned soft toys, plastic penguins, Lego men and South Park figures, The Guardian newspaper reports.

The Guardian says the cops have even been taking down the protesters' details.
Barnaul's deputy chief of police Andrei Mulintsev told a press conference this week that he believed the protest was "an unsanctioned public event" and railed against "political opposition forces" who were "using new technologies to carry out public events ? using toys with placards at mini-protests".
Lyudmila Alexandrova, one of the protest organisers, said: "The authorities' attempt to limit citizens' rights to express their position has become absurd. We wanted to hyperbolise this attempt and show the absurdity and farce of officials' struggle with their own people."

MELBOURNE musician Gotye has topped this year's Triple J's Hottest 100.
His break-up ode, Somebody That I Used to Know, was the unbackable favorite by everyone from music fans to bookmakers.
The duet with New Zealand singer Kimbra was the highest-selling Australian song of last year.
Gotye, aka Wally De Backer, is back in Melbourne before embarking on a sellout US tour next month.
Somebody That I Used to Know is No.58 in the US this week and No.21 in the UK.
The video has had over 50 million views on YouTube.
Gotye's success complemented another Australian-heavy list.
While commercial radio avoids homegrown talent, Triple J listeners voted 10 songs into the Top 20 of the Hottest 100.
Sydney folk band Boy & Bear scored four songs in the Hottest 100, completing an impressive year since the release of their ARIA winning debut Moonfire.
British band The Wombats had four songs in the Top 100, US band Foster the People had three placings.
While their No.1 hit Pumped Up Kicks made No.32 in the 2011 Hottest 100 (it was released in 2010),a cover of the song by Owl Eyes made No.28 this year.
The Hottest 100 showed the impact Triple J's Unearthed program continues to have.
Unearthed, which now has its own devoted radio station, discovered Perth teenagers San Cisco, whose Awkward was a surprise inclusion at No.7.
Sydney's Matt Corby continued his meteoric rise after ejecting himself from the Australian Idol machine.
Corby's Brother, only released in November, made No.3.
Ironically Corby performed a cover of the No.2 track, US duo the Black Keys' Lonely Boy, on Triple J last week - missing out on eligibility for this year's Hottest 100.
The Black Keys' track was another late contender, only released in November.
The countdown, the biggest music poll in the world, received a remarkable 1,378,869 votes this year.
This year saw US band Foo Fighters eclipse the now defunct Powderfinger to have the most songs surfacing in Hottest 100 countdowns since they began.

PAPUA New Guinea's deputy prime minister has given mutinous soldiers who seized the Murray Barracks in Port Moresby less than three hours to clear out or face the full force of the law.
Belden Namah, deputy to Prime Minister Peter O'Neill, has declared Sir Michael Somare is insane after it was revealed the former prime minister had ordered former army colonel Yaura Sasa to oust Brigadier-General Francis Agwi and take control of the armed forces.
Colonel Sasa told reporters in Commander Agwi's office today he was giving Governor-General Sir Michael Ogio seven days to reinstate Sir Michael under a court order, saying the leadership stand-off should only then be sorted out on the floor of parliament.
But Mr Namah, who ousted Somare with Mr O'Neill and 70 of the 109 MPs in PNG's single house of parliament, is standing firm.
"Somare has now lost the total respect of the country he fought for independence (for)," he said.
"I want to say this to Somare: You have lost your mind. You have lost total control of yourself. You have lost your mind. You have lost sanity."
Mr Namah said 15 of the 30 men loyal to Sasa and Somare had been arrested, but those numbers cannot be verified.
He said the army officers had until "4.06pm" - the traditional knock-off time for PNG's civil service - to give himself over to authorities or face the full force of the law.
Mr O'Neill has not been heard from on Thursday, although AAP understands he has been in contact with the Australian High Commission.
Asked where the prime minister was, Mr Namah said he was "still working" and gestured in the direction of parliament.
The events, which began in the early hours of this morning, are the culmination of more than a month of political stalemate in PNG.
Four months after he was dumped by a parliamentary vote of 70 to 24, the Supreme Court of PNG reinstated the Somare government in mid-December.
However, the majority of parliamentarians loyal to Mr O'Neill refused to serve with the 75-year-old Sir Michael and voted to end his 43-year political career as the member for east Sepik.
The army, civil service and police fell in behind Mr O'Neill, leaving Sir Michael and his roughly 20 supporters to operate out of the Ela Beach Hotel in Port Moresby.
FLANKED by his squad of powerful Cuban-American leaders, presidential aspirant Mitt Romney made an appeal to Hispanic voters in Florida that if elected president, he would take a much more aggressive stance against the Communist regime in Cuba than the current Obama administration.
"If I'm fortunate to become the next president of the United States it is my expectation that Fidel Castro will finally be taken off this planet," Romney said to emphatic applause from the crowd of 500 at the Freedom Tower, that included Rep. Ileana Ros-Lehtinen and former Sen. Mel Martinez.
"I doubt he'll take any time in the sky. He'll find a nether region to be more to his comfort."
Romney also criticised President Barack Obama's "appeasement" of a US trade embargo and travel restrictions that have been opposed by the majority of Cuban-American Republicans.
"This is a critical time. I think you realise that. We've waited a long, long time for the opportunity that is represented by a new president, and by new leadership, or by old leadership finally kicking the bucket in Cuba," he said.
"And I want to take advantage," Romney told the energetic and mostly Hispanic audience.
"I want to be the American president that is proud to be able to say that I was president at the time that we brought freedom back to the people of Cuba."
Early yesterday, Castro did not mince words when he described the Republican presidential candidates and their attention to the tiny island nation 144km off the coast of Florida.
"The selection of a Republican candidate for president of that globalized and encompassing empire is, I say this seriously, the greatest competition of idiocy and ignorance that has ever been heard," Castro wrote in an opinion piece.
